Qualification Profile of ESPA
The four-semester multi-and interdisciplinary study in the master programme of European Studies and Public Administration constructs the qualification profile of a public servant in the European Union. This profile includes competences (knowledge, skills and values) for decision making, decision implementation and evaluation related to:
- the multi-faceted complex processes of European integration;
- the development of multi-level governance in the European Union.
The master of European Studies and Public Administration is competent to:
- distinguish factors, which impact the development of the European integration;
- compare national administrative systems in the European Union;
- analyze the institutional framework of the European Union;
- characterize the European Union as a political and legal system;
- interpret theories and practices related to the common policies of the European Union;
- assess the effects of social and economic development in the European Union;
- consider points of view deriving from European or non-European national and cultural backgrounds;
- work on an interdisciplinary area;
- identify and use appropriate sources of information in all relevant areas;
- apply methods of regional analysis;
- use advanced information technologies, which are applicable in EU e-administration;
- apply knowledge in practice;
- respect values of European civilization;
- respect diversity of European cultures;
- communicate in multi-cultural environment and work in intercultural teams;
- communicate in English using the appropriate terminology;
- use German language at intermediate level;
- use Romanian or Bulgarian as a foreign language at beginners’ level.
The above competences are being developed through diverse methods of teaching, learning and assessment, i.e. participating in lectures and seminars, simulation games, tutorials, surveying literature and collecting relevant data, working on assignments (presentations, papers, reports, internships, projects), writing and defending a master thesis.
These competences are relevant to internationalized job markets and guarantee career prospects at European, national and sub-national level of governance, as well as at organizations, which deal with European and international affairs.
